The United States Soccer Federation, commonly referred to as U.S. Soccer, is the official governing body for soccer in the United States, a status granted by international governing body FIFA. U.S. Soccer, which is based in Chicago and has been a FIFA member since 1913, sanctions players, referees and tournaments for most soccer leagues, from international and professional to youth competitions.

U.S. Youth Soccer is one of four members of the U.S. Soccer Federation's Youth Council, the national governing body for youth soccer, and consists of 55 member associations; one in each state and two in California, New York, Ohio, Pennsylvania and Texas. U.S. Youth Soccer is divided into four regions: East (Region I), Midwest (Region II), South (Region III) and West (Region IV). Within each region are state associations, including the Wisconsin Youth Soccer Association.

The Wisconsin Youth Soccer Association is the state governing body under U.S. Youth Soccer. WYSA oversees club and player registration and coach passes and background checks, offers coaching education and administers the state league competition, the Wisconsin State Championships (also known as the State Cup) and the Wisconsin Olympic Development Program. Elkhorn SC Competitive teams play in the Southeast Classic League or the State Leagues.

The Stateline District oversees 7 clubs in District 07 of the Wisconsin Youth Soccer Association in Walworth and Racine County. Stateline offers recreational league play during the fall and the spring seasons. Some clubs host tournaments, camps, coaching education and referee education courses. Elkhorn SC recreational teams play in the Stateline League.
